This architect-designed newly built contemporary in south Newton is on the cutting edge of green home design, with energy efficient systems and super-insulation that brings the cost of winter heating of this 6,367-square-foot home down to an incredibly low $200 a month.

Built by Hub developer Samuel & Associates, the super eco-friendly home at 99 Littlefield Road sits at the end of a street in the city's Oak Hill area, overlooking some 20 acres of recreational fields for Newton South High School and Brown Middle School.

The home is applying for LEED Gold and EnergyStar Tier III certifications based on its super energy-efficiency and insulation, LED lighting, water conservation, indoor environmental quality and the use of sustainable materials. It has 8-inch-thick exterior walls with an R-40 rating and a super-insulated R55 roof. The exterior of the home has a trellised cedar entryway that opens into a two-story atrium with a coat closet.

The first floor features formal living and dining rooms with 10-foot ceilings and wraparound corner windows, plus a very large open kitchen/dining/family room with a wraparound rear deck overlooking an organic grass backyard.

The high-end kitchen has custom white cabinetry, LED recessed lighting, black granite countertops and green mosaic tile backsplashes. All the appliances are EnergyStar-rated Thermador stainless steel, including an electric induction range, two convection wall ovens and two dishwashers. There's a granite-topped island with a second sink and pendant lights overhead and a dining nook with five tall windows overlooking the backyard. Behind the room is a built-in pantry area and porcelain-tiled half bath. And there's a glass-doored den/playroom where children can gather and be seen while parents entertain.

The adjacent family room also has corner wraparound windows, a built-in gas fireplace and glass doors out to the deck.

Behind the kitchen is a mud room with a large wall of closets and direct access to a three-car garage with an electric car charger port.

A wing off the formal living room has a bedroom/home office with a full bathroom with porcelain walls and white marble tile floors.

There are five bamboo-floored bedrooms and four full bathrooms on the second floor, reachable via a front staircase in the atrium and a rear one in the family room.

The rear-facing master bedroom has a private rear deck, and there are two large walk-in closets that need built-in storage systems. The en-suite master bathroom has a Carrara marble raised whirlpool tub and walk-in shower, both with glass mosaic tile backsplashes. There's a double marble-topped wood vanity and a linen closet. Outside the master suite is a laundry room with storage cabinets and a granite folding counter.

Two of the other bedrooms have en-suite porcelain and marble tile baths, and two small bedrooms share a full bathroom.

The home's finished basement sits mostly above grade with a large bamboo-floored entertainment room. Obama warns GOP not to undo Wall Street law

WASHINGTON — President Barack Obama is warning congressional Republicans not to undo financial regulations he signed two years ago, taking specific note of the work of a consumer agency created by the new law.

In his Internet and radio address Saturday, Obama drew attention to the Consumer Financial Protection Bureau, noting that it and other regulators recently cracked down on three credit card companies, ordering them to pay $400 million to people who were misled into making purchases they didn't want.

"Sadly, that hasn't been enough to stop Republicans in Congress from fighting these reforms," Obama said. "Backed by an army of financial industry lobbyists, they've been waging an all-out battle to delay, defund and dismantle these new rules."

Obama often reminds campaign audiences of his push for new restrictions on Wall Street, changes that passed Congress despite widespread opposition from Republicans.

Obama, sounding much like a consumer advocate, also informed listeners that they can now contact the consumer bureau to seek redress over problems with credit scores.

In the Republican address, Missouri congressional candidate Ann Wagner promoted Mitt Romney for president, called for changing the U.S. tax code, which she called a "72,000-page monstrosity," and urged the repeal of Obama's health care law. Wagner is seeking a seat vacated by Republican Todd Akin, who is running for the Senate.

"He promised to listen, promised us change, but all we've gotten is more of the same," she said of Obama. "More spending, more red tape, more debt and decline."

Cadillac pulls ahead

Cadillac has set its sights firmly on the premium import category. The new XTS4 competes head-on with a nice combination of styling, performance and luxury, but beats all of them on sticker price.

New for 2013 and the only true entry left in the premium American sedan category, GM focuses its attention on detail and comfort with the introduction of the Cadillac XTS4 Premium.

Using GM's V6, 304-horsepower powerplant mated to a six-speed transmission, it provided nice pickup and comfortable highway driving- while returning decent gas mileage for a full-sized car: 17 mpg in the city and 28 highway.

After years — perhaps dec-ades — Cadillac is taking- cues from the full-sized European luxury sedans, reaching into their playbook of refined driving- experience with sports cars genes and producing a vehicle that will cruise the highway but also tackle a slalom course.

Cadillac has moved away from the corpulent acres of sheet metal surrounding a mammoth powerplant, but it still paid homage to the classics with some very subtle body detailing, including the famous chrome V trim on the trunk and a hint of the rear fins in the rear lights from the '50s.

This all-wheel-drive car is very responsive in acceleration, but it was the Euro-style handling that caught me off guard and was pleasantly sur-prising. The magnetic traction system, think high-speed railway technology, real-ly does a wonderful job of flattening out the car's ride and hugging the road, particularly on curves and turns. Yet, it has that iconic, opulent American comfort ride absorbing road bumps and uneven pavement, but without the tendency to drift and yaw. Engineers have added a nice set of Brembo brakes for sure stopping power.

Caddy took care of the interior with quality leather seats, soft touch surfaces, wood trim and great attention to the fit and finish of the cabin. True to its heritage as a touring sedan, passenger comfort is paramount. Leg room and sight lines, including the panoramic sunroof and personal climate controls, highlight the rider experience. The cockpit envelops the driver with well-placed controls, a European-styled minimalist electronic gauge display and the CUE, or Cadillac User Experience, entertainment system.

CUE is a large, inter-active one-piece touchscreen that handles all your phone, Bluetooth and car information technology. And the Bose surround system includes headrest speakers. The driver-assist package adds rearview camera, collision warning and blind-spot monitors. One of the weirdest, yet useful, options in this package is the vibrating seat and audible alerts when backing up and changing lanes.

With a base price of $55,800, our tester rolled at $59,100 with some upgrades that helped this luxury entry compare favorably with the BMW 7 series, Jaguar XJ, Mercedes E series and the Infinity M56.

3 companies make 1st cut for Springfield casino

SPRINGFIELD - Springfield officials say all three casino developers who submitted proposals during the first phase of the city's selection process have been approved for the next phase of consideration.

Mayor Domenic Sarno, the city's chief development officer and city solicitor said Friday the three companies were asked to respond to prequalifying questions that were evaluated by a review committee.

The companies, Ameristar Casinos, Inc., MGM Resorts International and Penn National Gaming, Inc., will now present more detailed proposals.

The state's new gambling law allows up to three regional casinos in the state, including one in western Massachusetts. A casino would have to be approved by local voters and the state gaming commission.

The owners of Connecticut's Mohegan Sun also are proposing a western Massachusetts casino, in Palmer.

Dallas promoter demands refund from Lance Armstrong

AUSTIN, Texas — A Dallas promotions company that paid Lance Armstrong more than $7 million in bonuses for winning the Tour de France is demanding he return the money.

A spokesman for SCA Promotions said Friday the company will send Armstrong a demand letter on Monday now that Armstrong' seven Tour de France titles have been revoked. The company paid Armstrong about $7 million for winning his sixth tour in 2004 and reportedly paid up to $12 million total.

The U.S. Anti-Doping Agency recently reported extensive evidence that Armstrong used performance-enhancing drugs during all seven of his tour victories. The International Cycling Union, the sport's governing body, on Monday accepted sanctions that included banning Armstrong from the sport for life and stripping him of his tour wins.

Armstrong denies doping but has not commented on the USADA report.

The company had warned Armstrong that it would seek return of the money if his victories were officially wiped out.

Armstrong's attorneys have said he has no intention of paying. They note that SCA entered a voluntary settlement to pay Armstrong, which included a no appeal clause. Armstrong's attorneys say Texas law won't allow SCA to try to reopen a voluntary settlement.

In a letter to SCA in June, Armstrong attorney Tim Herman wrote, "When SCA decided to settle the case, it settled the entire matter forever. No backs. No re-dos. No do-overs. SCA knowingly and independently waived any right to make further claims to any of the money it paid."

The company tried in 2005 to not pay Armstrong because of allegations in doping. The arbitration case included some of the original sworn witness testimony against Armstrong, including claims by Betsy Andreu, the wife of former Armstrong teammate Frankie Andreu, that Armstrong admitted taking performance-enhancing drugs in a conversation with doctors while undergoing cancer treatment in 1996.

Earlier Friday, the UCI said Armstrong should return about $4 million in prize money.

Armstrong recently lost most of his personal endorsement deals in the wake of the USADA report. He also has stepped down as chairman of the Livestrong cancer-fighting charity he founded in 1997.

Oil rebounds to over $86 a barrel on US growth

Faster-than-expected economic growth in the United States helped the price of oil reverse early losses on Friday and climb back above $86 a barrel.

By early afternoon in Europe, benchmark oil for December delivery was up 22 cents to $86.27 a barrel in electronic trading on the New York Mercantile Exchange. The contract rose 32 cents to finish at $86.05 a barrel in New York on Thursday.

In London, Brent Crude was up 45 cents to $108.94 on the ICE Futures exchange.

The U.S. Commerce Department said gross domestic product grew by an annual 2 percent in the third quarter. That was in contrast to 1.3 percent annual growth in the second quarter and analysts' expectations of a 1.8 percent rise for July-September.

Earlier in the session, the Nymex contract fell to $85, its lowest point since July, driven down by ample supplies and concerns about growth prospects in Europe.

Analysts said the recent fall in oil prices can be partly attributed to ample supplies. Oil has dropped more than 7 percent in the past week.

The Energy Department said Thursday that U.S. oil supplies grew last week by 5.9 million barrels, or 1.6 percent. At 375.1 million barrels, the nation's oil inventory is 11.1 percent above year-ago levels.

"Crude oil prices continue to remain under pressure, following the recent disappointing U.S. earnings results and the tentative economic conditions in Greece and Spain," said a report from Sucden Financial Research in London.

In other energy futures trading in New York:

— Wholesale gasoline added 2.89 cent to $2.6612 a gallon.

— Natural gas lost 4.9 cents to $3.385 per 1,000 cubic feet.

— Heating oil added 1.86 cents to $3.0638 a gallon.

US growth figures shore up markets after Apple hit

LONDON — Better-than-expected U.S. economic growth figures helped turnaround the mood in financial markets Friday following disappointing earnings from Apple and Amazon.

Both firms reported losses after the market close on Thursday, contributing to a sour trading session in Asia. The downbeat mood carried over into Europe but improved when government figures showed the U.S. economy grew by annualized rate of 2.0 percent in the third quarter. That was slightly better than predictions for a 1.8 percent rise and eased some of the concerns that continue to hang over the world's largest economy.

"Strength in consumer spending remains an encouraging feature to today's report into the final quarter," said Andrew Wilkinson, chief economic strategist at Miller Tabak & Co. "As they say, never write off the consumer."

The figures were enough to prompt a sea-change in Europe. Germany's DAX was 0.4 percent higher at 7,235 while the CAC-40 in France rose 0.6 percent to 3,431. The FTSE 100 index of leading British shares was steady at 5,807. All three indexes had been sharply lower earlier.

Wall Street was poised for a steady opening — in contrast to earlier expectations for sizeable falls on both the Dow and the broader S&P 500 index.

The U.S. is likely to remain the main focus in the markets at least until the presidential election. Though polls suggest President Barack Obama has an advantage in the electoral college over his challenger Mitt Romney, the margins are tight.

"The outcome will have an important bearing on market developments, including the exchange rate," said Neil MacKinnon, global macro strategist at VTB Capital.

Since Romney's advance in the polls over the past the past couple of weeks, the dollar has largely remained steady. In midafternoon London trade, the euro was 0.2 percent lower at $1.2910.

Earlier in Asia, stocks suffered from the fallout from the Apple and Amazon reports. Downbeat U.S. housing figures also weighed on sentiment.

Japan's Nikkei 225 index slid 1.4 percent to close at 8,933.06 while South Korea's Kospi tumbled 1.7 percent to 1,891.43. Hong Kong's Hang Seng shed 1.2 percent to 21,545.57.

Mainland China's Shanghai Composite Index sank 1.7 percent to 2,066.21 and the Shenzhen Composite Index shed 2 percent to 840.51.

Oil prices recovered most of their earlier losses as stock markets improved — the benchmark New York rate was up 23 cents at $86.31 a barrel.

Oshkosh rejects Icahn offer

OSHKOSH, Wis. — Oshkosh is rejecting a buyout offer from billionaire investor Carl Icahn.

The Wisconsin truck maker said Friday that Icahn's offer of $32.50 per share undervalued the company and was not in the best interest of shareholders.

Shares in Oshkosh Corp. are up 25 cents to $29.99 in early trading.

The board unanimously recommended stockholders reject Icahn's offer and not tender any of their shares.

Earlier this month Icahn said he planned an unsolicited bid that valued Oshkosh at almost $3 billion, and said he would nominate a competing slate of directors in a bid for control of the company. Icahn is Oshkosh's largest stakeholder and also nominated his own directors to the board in 2011.

Feds probe Taurus, Sable for stuck throttles

DETROIT — Federal safety regulators are investigating some older-model Ford Taurus and Mercury Sable sedans because the throttles can stick.

The National Highway Traffic Safety Administration says it has 50 complaints about sticky throttles in the cars from the 2000 through 2003 model years.

The probe affects an estimated 310,000 cars that have four-valve, three-liter V-6 Duratec engines. No crashes or injuries have been reported.

NHTSA says a speed control cable collar can fracture at a mounting bracket and cause the throttles to stick open.

No recall has been issued yet. Investigators will determine whether the problem is bad enough to cause a recall.

The Ford Taurus and Mercury Sable and are nearly identical cars. Ford ended the Mercury brand two years ago.

Mass. fines Citigroup $2M over Facebook IPO

The top securities regulator in Massachusetts has fined Citigroup $2 million, charging that an analyst there leaked confidential information about Facebook's initial public offering.

Secretary of the Commonwealth William Galvin announced the charges today. Citi agreed to the settlement without admitting or denying wrongdoing.

Citi was part of the team of banks that helped underwrite the deal that made Facebook a public company in May. When a bank helps underwrite such a deal, it has information about a company that the broader investing public does not have. The bankers who underwrite the deal are not supposed to act on that information or share it with any favored clients, because it would give them an unfair advantage over the public.

The arrangements can also bring accusations of conflicts of interest; banks not only help companies go public or do other deals, they also have units that provide research on the companies. The research is supposed to be impartial, but the banks have a stake in how a company does if it is helping it with underwriting.

According to Galvin's office, a junior analyst in Citigroup's San Francisco office was assigned to help research Facebook. On May 2, the junior analyst sent an email to two employees at the technology website TechCrunch.com, with proprietary information about Citigroup's research on Facebook.

"I am ramping up coverage on FB and thought you guys might like to see how the street is thinking about it (and our estimates)," the junior analyst wrote.

A TechCrunch employee wrote back: "There's no way I can publish this doc from an anonymous source, right?"

A minute later, the junior analyst replied: "My boss would eat me alive."

The analyst and the TechCrunch employee were friends, according to Galvin's office, and had gone to Stanford together.

Citigroup fired the junior analyst in September. The bank told Galvin's office that the junior analyst acted alone. In addition to agreeing to the $2 million fine, Citi also agreed to review its policies for overseeing analysts' communications, and to strengthen compliance training for the analysts.

Bill Maher: Liberals' profane comic in chief

LOS ANGELES — Look out, President Obama. Bill Maher is feeling conflicted about your reelection.

Has the sky fallen? Has the relentless basher of Republican presidential nominee Mitt Romney, conservatives in general and undecided voters on HBO's "Real Time With Bill Maher" really been flipped? Is the veteran comedian who made headlines when he contributed $1 million to Obama's reelection campaign earlier this year having second thoughts? Is Maher joining forces with Clint Eastwood and "the chair" for a new stand-up tour? Was Obama's first debate performance that pathetic?

Judging from Maher's subdued demeanor the afternoon after that debate, the question was not too far-fetched. The 56-year-old comedian with his trademark "But I'm not wrong" line was far from the upbeat, self-assured host who had gleefully declared just a few weeks earlier that numerous stumbles had cost Romney the election. Dressed casually in a bright blue New York Mets baseball cap and jeans, Maher gathered his seven-member writing staff in a jumbled corner of Television City studios in Los Angeles. Almost all of them have been with him since "Politically Incorrect," the politics-celebrity series he created and hosted on Comedy Central and ABC from 1993 to 2002.

Seated at the head of the table, he expressed bewilderment at the debate and quietly said that at least some of the material that had been written before the debate would have to be reworked and "re-set" because of Obama's lackluster performance. He then rushed off to tweak his monologue in the solitude of his office while his writers launched into a frenzy of trading one-liners that he could incorporate into the show.

On the next day's live installment, Maher, who usually aims at the right, zeroed in squarely at the president. "Obama looked like he took my million dollars and spent it all on weed," he quipped. "I haven't seen a black man look that disinterested since I dragged Chris Rock to a Beach Boys concert."

The comedian was much more encouraged after the second debate last week. "Obama came out strong, and, to use a cliche, did what he had to do," he said in a quick phone call. "I do think it will make a difference. Romney didn't want to look like he was less than a man — he notched it up to 11 and came off looking mean and arrogant. He looked like that CEO you don't like."

Come election day, Maher, who has labeled Romney a "buffoon," is certain to cast his vote for Obama. But while he believes a second term for the president would be good for the country, a selfish part of him is pulling for Romney. "Nothing would be better for this show," he said, flashing a mischievous grin. "Romney as president would just be a font of comedy material. I mean, this is a guy who lights his cigars with $100 bills. Having him in the White House would be incredibly better for the show."

Not that "Real Time" needs an extra boost. Fueled by the contentious presidential campaign, the series is having a banner season, its best in three years. The show, which combines Maher's rants, interviews, comedy bits and his "New Rules" riffs ("New rule: Since President Obama seems to be having so much trouble defending his record on the economy, the next debate must be held in a mall. Any mall. It doesn't matter. They're all packed!") with animated, often fiery discussions with an ever-changing group of celebrities, media personalities and public officials, attracted an average gross audience of 4.1 million viewers per episode when factoring in repeats and on-demand viewing. Now in its 10th season, "Real Time" has already been renewed through 2014 as part of the comedian's new three-year-deal with the network.

Maher's popularity has remained consistent in the face of strong competition in TV's political satire arena, which includes "Saturday Night Live," Comedy Central's Jon Stewart and Stephen Colbert and the late-night troop of Jay Leno, David Letterman and Jimmy Kimmel.

While conservatives may have Fox News' dominance of the news cycle, liberals can console and amuse themselves with Maher, who does not have a Republican counterpart. And unlike Stewart and Colbert, Maher operates in a bleep-free zone, able to use profanity, raw language and coarse sexual imagery with abandon. His live audience gives him a rock-star welcome each week — and after all, to a large extent he's preaching to the converted.

"Real Time" is a more timely and provocative revamp of "Politically Incorrect," which was unceremoniously canceled in 2002 after nine years following Maher's inflammatory remarks during a discussion about the Sept. 11 terrorist attacks. Debating the theory that the hijackers were cowards, Maher said of the U.S. government strategy: "We have been the cowards, lobbing missiles from 2,000 miles away."

In retrospect, the ouster from ABC that soon followed those comments was probably the best thing for Maher's career, eventually leading him to HBO, which offered him a no-holds-barred forum without the weight of risk-adverse advertisers. "Real Time" also pumped adrenaline into his comedy career — he performs constantly around the country to sold-out audiences; his books, with titles like "The New New Rules: A Funny Look at How Everybody But Me Has Their Head Up Their Ass," are bestsellers. He produced and starred in 2008's "Religulous," an attack on organized religion, and his HBO specials score solid ratings. The activity has made Maher, who is single, extremely well off — in addition to his Obama contribution, he purchased a piece of the Mets this year.

Still, the core of his professional world remains "Real Time," which, unlike the tape-delayed "The Daily Show" or "The Colbert Report," airs live on Friday nights. HBO produces 35 episodes each season, and each installment is repeated many times.

Maher said the ratings are just as strong if not better than his competitors, though they work in parallel universes: He has an hour-long weekly show on premium cable, while Stewart and Colbert host half-hour shows nightly on basic cable. "People think we're this cult show, but we're not," he said in a barely decorated office complete with black-velvet portraits of Marilyn Monroe and Elvis Presley. "It's just gratifying that people are watching a show about politics, which used to be considered the most toxic subject of all."

Maher, who grew up in New Jersey, theorized that the popular perception of him has evolved as well. "I take many stands that people have never seen on TV before. But over time, I've become like that outrageous relative you see at the holidays. By that 20th Thanksgiving dinner, you say, 'Yeah, he's an atheist, but you know what? That's OK. He might even have a point about that.' You might even call it an acquired taste. This is a high-wire act, but I've been doing it for 20 years."

The success of the show has been a buoy through the ebb and flow of the presidential race. Though he supports the president, he has not been shy about criticizing and even mocking him (he once joked that the country thought it elected a cool basketball player but instead got a boring, Ike-like golfer), which can set off his predominantly liberal studio audience. Some of the conversation has also landed him in the hot seat at times. His jokes and comments targeting Sarah Palin (he called her a raw name during a stand-up routine) and religious football star Tim Tebow have been blasted, even by some liberals.

Weak outlooks from 3M, DuPont sink stock market

Stocks are falling sharply at the opening of trading on Wall Street after 3M and DuPont slashed their earnings forecasts.

The Dow Jones industrial average sank 162 points to 13,183 in the first few minutes of trading Tuesday.

Both DuPont and 3M are in the Dow average. DuPont was off 7 percent in early trading, and 3M fell 3 percent.

The weak showings from the two major industrial companies were the latest pieces of bad news from the third quarter earnings season. Companies in the Standard & Poor's 500 index are expected to report lower earnings for the first time in three years.

The S&P 500 was off 17 points at 1,417 and the Nasdaq composite fell 33 points to 2,983.

European markets also fell.

NY top court says lap dance isn't art, is taxable

ALBANY, N.Y. — A sharply divided court in New York says lap dances don't promote culture in a community the way ballet or other artistic endeavors do, and so shouldn't get a tax break.

The state's top court split 4 to 3. Dissenting justices conclude there's no distinction in state law between "highbrow dance and lowbrow dance," so the case raises "significant constitutional problems."

The lawsuit was filed by Nite Moves, an adult club in suburban Albany that was arguing its fees for admission and private dances are exempt from sales taxes.

The court majority says taxes apply to many entertainment venues, such as amusement parks and sporting events. It ruled the club has failed to prove it qualifies for the exemption for "dramatic or musical arts performances" meant to promote culture.

Stocks hammered by weak earnings reports

NEW YORK — Stocks opened sharply lower today, driving major indexes to their lowest point since early September, after big-name companies reported weak quarterly earnings and lowered their expectations for the rest of the year.

The Dow Jones industrial average sank 245 points, or 1.8 percent, to 13,100 in the first hour of trading. The Standard & Poor's 500 index fell 24 points to 1,409. The Nasdaq composite index was off 39 points at 2,977.

The day was shaping up to be among the worst of the year on Wall Street. The Dow's biggest decline was 274 points, on June 1.

3M, which makes everything from Scotch tape to coatings for LCD screens and is an economic bellwether, reduced its profit expectations for this year because of "current economic realities."

Chemical maker DuPont said it will cut 1,500 jobs and take other steps to increase competitiveness after earnings fell sharply last quarter. UPS reported lower earnings and said it was uncertain about the holiday shopping season.

Xerox plunged 8 percent, or 56 cents, to $6.47. Xerox's income dropped 12 percent in the third quarter following steep declines in sales for equipment, supplies and related products. The stock is off 19 percent so far this year.

Some of the disappointing revenue is because of weakness in foreign markets. Multinational companies are having a hard time selling to Europe, which is struggling under a debt crisis and a spreading recession.

The red-hot growth enjoyed by emerging markets like China and India is also slowing, and many businesses that had relied on growth there to offset weak U.S. consumer demand are being forced to come up with new strategies.

"The recession in Europe is very real," said Bernard Schoenfeld, senior investment strategist for Bank of New York Mellon Wealth Management in New York. "It's not going to disappear very quickly, and it will certainly negatively affect earnings of exporters in the United States."

Financial analysts have predicted that earnings for S&P 500 companies for July through September would be lower than the year before, breaking a three-year winning streak.

There was more bad news on manufacturing Tuesday from one of the regional branches of the Federal Reserve.

The Federal Reserve Bank of Richmond, Va., reported that manufacturing in the central Atlantic region "pulled back" in October following a slight improvement the month before. Manufacturers were also less optimistic about the next six months.

The price of crude oil fell $2.41 per barrel to $86.24. And as investors sold stocks, they bought bonds, driving yields lower. The yield on the benchmark 10-year U.S. Treasury note sank to 1.76 percent from 1.82 percent Monday.

Among individual stocks, 3M and DuPont were among the worst performers. DuPont plunged $4.15, or 8.3 percent, to $45.61. 3M was down $2.37, or 2.6 percent, at $90.16.

Apple fell $6 to $628 ahead of the expected release of a smaller version of its iPad. Apple has the most sway among stocks in the S&P 500 and the Nasdaq composite and helped drive those indexes lower.

Materials stocks and energy companies fell the most in the broader market, each losing more than 2 percent.

Jewelers Exchange Building sparkles at 90

For decades, family-owned businesses handed down through the years have plied their trade at Boston's Jewelers Exchange Building, serving customers whose relationships with the entrepreneurs also, in many cases, are generational.

Now the younger set among the jewelers and craftsmen is making a push to promote the Downtown Crossing building in its 90th year and what it sees as its value offering: the symbiotic relationship of the 155 retailers, wholesalers and manufacturers known as "bench" workers.

One of the strengths of Jewelers Exchange Building stores is having the expertise of other industry people and the finest materials at their disposal, according to Kimberley Murphy, a third-generation co-owner of Santisi & Bove, which has operated in the building since 1947.

"If you can come here, you're coming directly to the source," Murphy said.

Constructed in 1922 as the Province Building, the eight-story building at 333 Washington St. today is heralded by a striking 151⁄2-foot street clock with 24-carat gold foil created by Medfield's Electric Time Co. and installed last year.

"We wanted a clock to make a landmark to the building, to improve the area," said Jay Shoostine of Boston Estate Buyers.

Plans also are in the works to possibly light up the Classical Revival building at night and host an event to introduce the public to its many businesses — or reintroduce the public.

"The unofficial tagline of this building should be, 'I know a guy,' " Murphy said. "We've been here for 65 years and we've relied on word-of-mouth referrals and repeat business."

The Jewelers Exchange Building is where suburban jewelers often bring in their customers' pieces for repair, where a man in search of an engagement ring can look at as many as 15 diamonds before settling on one and building the piece from scratch, and where his beloved can get it sized in under an hour.

And customers' ability to touch and see their pieces every step of the way separates its jewelers from their online upstart counterparts, according to Murphy.

"I equate it to a great piece of art — would you buy a painting without seeing it?" she said. "The Internet has become somewhat of a detriment because people think they can go and educate themselves in an hour. But you don't get the benefit of the jeweler. There's a lot of counseling that we do."

How to get to the Jewelers Exchange Building is one of the top questions fielded by the roving ambassadors of the Downtown Boston Business Improvement District.

"It's a pretty important amenity and asset to the district because we have more jewelers in this area than any other place in New England," president Rosemarie Sansone said.

Most are mom-and-pop businesses whose salespeople don't work on commission.

This year will be the best on record for Sevag Zargarian, a seventh-generation jeweler whose grandfather started Boston Ring and Gem in 1967. The business specializes in high-end engagement and wedding rings and has a separate on-site manufacturing space.

"The benefit to being in the building is ... you can specialize in a niche category ... and be better quality-wise and price-wise," Zargarian said.

UK's leader criticizes BBC over Jimmy Savile abuse

LONDON — The BBC faced growing fallout Monday over sexual abuse allegations against a popular children's TV entertainer, as Prime Minister David Cameron accused the broadcaster of changing its story about why it killed a news segment on the accusations.

The venerable broadcaster tried to stem the damage, saying in a statement that a top editor had stepped down from its BBC Newsnight program after he was accused of giving incomplete, inaccurate explanations for the decision to keep an investigation of the late Jimmy Savile from being broadcast in December.

The scandal is one of the worst to rock the BBC, long a key player in British public life and often cited as one of the most trusted sources of accurate, unbiased information.

Police are investigating accusations against Savile and say there may be more than 200 potential victims of the entertainer, the longtime host of the BBC's "Top of the Pops" and "Jim'll Fix It," recognized for his garish track suits and platinum hair.

"The nation is appalled, we are all appalled by the allegations of what Jimmy Savile did and they seem to get worse by the day," Cameron said, accusing the BBC of changing its story about why it decided not to broadcast the piece.

The BBC's tough statement about editor Peter Rippon deepened the suspicion that there had been a cover-up. It is suspected of pulling the Newsnight segment because of its harsh portrayal of Savile, who was hailed as a popular fixture in children's TV when he died at 84 last year.

The BBC plans to air its own investigation into its actions on a show Monday night.

Rippon is the first BBC figure directly blamed for the broadcaster's failure to properly report on abuse claims. He is stepping down immediately for the duration of the investigation.

The BBC Trust, the corporation's governing body, conceded there had been "inaccuracies in the BBC's own description of what happened in relation to the Newsnight investigation."

The BBC says Rippon's explanation of his decision in a blog post earlier was "inaccurate or incomplete in some respects."

BBC is publicly funded through its license fees and various commercial enterprises; it enjoys a large degree of independence from government but is subject to legislation passed by Parliament.

In a statement released Monday, the BBC cited three problems with Rippon's initial statements about why the segment was not aired.

The BBC said Rippon's blog indicated that Newsnight staff had no evidence against the BBC when in fact there were allegations that some of the abuse happened on BBC premises.

It also faulted Rippon for saying that all the abuse victims interviewed by the program had told police about the abuse, when in some cases the women had not done so, meaning that police were "not aware of all the allegations" against Savile.

In addition, BBC said Rippon had indicated that there was no evidence that anyone working at the Duncroft school was aware of allegations that Savile had abused girls there, when in fact there were indications that "some of the Duncroft staff knew or may have known about the abuse."

Genzyme inks $22.5M deal with Alnylam on rare-disease treatment

Alnylam Pharmaceuticals Inc. and Genzyme said today they have formed an exclusive alliance to develop and commercialize RNA interference therapeutics targeting transthyretin for treating transthyretin-mediated amyloidosis in Asia.

Under terms of the agreement, Genzyme will pay $22.5 million in cash upfront to Alnylam. The agreement also includes development milestone payments and tiered royalties expected to yield an effective rate in the mid-teens to mid-twenties on Genzyme's sales of ALN-TTR products in their territory.

Each company will also be responsible for development and commercialization activities in their respective territories.

Known as ATTR, transthyretin-mediated amyloidosis is a rare hereditary disease that damages the nervous system and heart, resulting in a life expectancy of five to 15 years. The companies said ATTR is an endemic disease in Japan, with a significant number of patients carrying the V30M TTR mutation that leads to an onset of a severe form of the disease known as familial amyloidotic polyneuropathy.

Alnylam said its ALN-TTR program currently includes ALN-TTR02, which is in a Phase II clinical trial, and ALN-TTRsc, a subcutaneously administered RNAi therapeutic in late stage pre-clinical development.

Eastern Bank wins Small Business Administration honors

Eastern Bank has been voted the number one Small Business Administration lender in Massachusetts for the fourth year in a row, the bank said today.

Eastern was also named the number one SBA lender in New England.

The bank made 400 SBA loans in the state, totaling more than $23 million, creating 494 jobs and retaining 1,713 jobs, according to the SBA's Boston District Office. In addition, Eastern ranked number one in the origination of 504 SBA first mortgage loans for the second consecutive year.

"Eastern Bank understands that successful small businesses are vital to our local and national economy," said the bank's chairman and CEO Richard E. Holbrook. "We take pride in supporting local business owners by providing them with all their banking needs, from checking accounts to business loans. Our commitment to small business is unwavering."

Coakley calls for release of LIHEAP funds

Attorney General Martha Coakley has urged the U.S. Department of Health and Human Services to release Low Income Home Energy Assistance Program funds "as quickly and at as high of a level as possible," to assist Massachusetts oil heat customers.

In a letter to Secretary Kathleen Sebelius, Coakley said Federal Energy Information Administration reports indicate heating bills will rise 20 percent for oil customers, who are expected to pay an average of $3.80 a gallon this winter — a record high.

"Facing lower temperatures and rising oil prices, Massachusetts oil heat customers are poised to endure total home heating costs of nearly $2,500 on average," Coakley said. "This news could not come at a worse time. Families across Massachusetts and the Northeast have continued to cut back on essential services through these tough economic times in order to address increasing home heating, electric and gas bills. LIHEAP assistance is desperately needed by these most vulnerable Massachusetts households who cannot continue to absorb these rising costs."

Coakley added the House and Senate passed a six-month continuing resolution to fund federal programs, including LIHEAP, from Oct. 1 through March 30, 2013. Under this current agreement, LIHEAP is funded at the same level as in fiscal year 2012 at $3.47 billion.

Markets are weighed down by disappointing earnings

NEW YORK — The stock market wavered this morning, switching between small gains and losses. Investors are sitting on their hands until earnings season and the presidential election are over.

The Dow Jones industrial average and the Standard & Poor's 500 dipped when the market first opened, then wavered in midmorning trading.

The Dow was down 19 points to 13,324 after the first hour of trading. The S&P 500 was down two at 1,431 and the Nasdaq composite index inched up two points to 3,008.

Trading was light, and the developments that could move the market are happening later this week. Yahoo will report earnings after the market closes this afternoon. Bellwether companies like Apple and Procter & Gamble report earnings later this week. The government releases its report on third-quarter economic growth on Friday. And two weeks from now, the U.S. holds its presidential election.

"It's very quiet out there," said David Katz, principal and senior portfolio strategist at WeiserMazars Wealth Advisors in New York. "A lot of that is just the election, or Monday night football — one or the other."

The markets just got through the first peak week of third-quarter earnings reports. On Friday, disappointing results from Microsoft, General Electric and McDonald's surprised traders and pushed U.S. stocks lower.

Monday, company earnings again signaled that the economy isn't at full bore, though investors' reactions were mixed.

Hasbro, the toymaker behind brands like My Little Pony and Transformers, said that sales for boys and preschool were less than it had hoped. But the company's results beat analysts' expectations, and the stock inched up 6 cents to $39.11.

Clothing maker VF Corp., whose brands include The North Face and Wrangler, slipped after its revenue fell short of analysts' estimates. The stock fell $5.14 to $161.63

Caterpillar, the world's largest construction and mining equipment company, cut its profit and revenue predictions for the year, saying the global economy is weaker than it previously thought. But profit and revenue both increased, and the stock rose $1.10 to $84.96.

While most companies have pulled in better-than-expected earnings, investors now are more interested in how they're doing on revenue. Revenue can give a more accurate picture of how a company is performing, because earnings can vary widely on items like accounting charges and cost cutting.

Katz described companies' third-quarter revenue results as "fair" and said the U.S. economy is "slow and steady."

"It is at a snail's pace," he said. "But it's certainly better than what we had."

Of the roughly 100 companies that have reported earnings so far, 70 percent have recorded earnings above the mean estimate, according to John Butters, senior earnings analyst at FactSet. But only 42 percent have reported revenue that beat the mean estimate. That's the lowest since the first quarter of 2009, when the stock market hit its Great Recession lows.

China's new leaders face tough economic choices

BEIJING — China's economic model that delivered three decades of double-digit growth is running out of steam and the country's next leaders face tough choices to keep incomes rising. But they don't seem to have ambitious solutions. Even if they do, they will need to tackle entrenched interests with backing high in the Communist Party.

The cost of inaction could be high. The World Bank says without change, annual growth could sink to 5 percent by 2015 — dangerously low by Chinese standards. Some private sector analysts give even gloomier warnings.

The government's own advisers say it needs to promote service industries and consumer spending, shifting away from reliance on exports and investment. That will require opening more industries to entrepreneurs and forcing cosseted state companies to compete. State banks would have to lend more to private business that is starved for credit.

The ruling party's latest five-year development plan promises reforms in broad terms. Premier Wen Jiabao apologized at a news conference in March for not moving fast enough and vowed quicker action. But many changes could face opposition from China's most influential factions — state companies, their allies in the party, bureaucrats and local leaders.

"If the challenge is, can they do radical reform all at once, we know that won't happen because these leaders aren't powerful enough," said Scott Kennedy, director of Indiana University's Research Center for Chinese Politics & Business in Beijing. "They are facing interests which wouldn't possibly allow that to occur."

Also at issue is how much Communist Party leaders are willing to cut back state industry that provides jobs and money to underpin the party's monopoly on power.

Li Keqiang is the man in line to lead reforms as the next premier, China's top economic official. Now a vice premier, Li is seen as a political insider with an easygoing style, not a hard-driving reformer. Along with the rest of the party's Standing Committee, the ruling inner circle due to be installed in November, Li will govern by consensus, which could blunt their force.

"They are under pressure to change the economy, but they will not demolish party control," said Mao Yushi, an 83-year-old economist who is one of China's most prominent reform advocates. He co-founded the Unirule Institute of Economics, an independent think tank in Beijing.

Li showed his political skills but little zeal for reform as governor and later party secretary of populous Henan province in 1998-2004.

His time there coincided with several fatal fires — including a Christmas Day blaze at a nightclub in 2000 that killed 309 people — and efforts by local officials to suppress information about the spread of AIDS by a blood-buying industry. Other officials were punished for the fires but Li emerged unscathed and rose to national office.

"Li was known for not acting very aggressively in Henan, to put it charitably," said Dali Yang, a University of Chicago political scientist.

The man in line to become Communist Party leader and China's president, Xi Jinping, has a similar reputation for successful inaction.

In the 1990s, he served as party secretary of Zhejiang province, a thriving center for private business south of Shanghai, and won praise from observers including former U.S. Treasury Secretary Henry Paulson, who dealt with him as an investment banker. They lauded him not for spearheading change but for not tampering with Zhejiang's free-market success.

The next leadership will inherit one of the world's strongest economies but one in which advocates say reform is stalled.

Many observers trace the past decade of double-digit growth to changes forced through by former Premier Zhu Rongji, who overcame resistance from companies and party factions to slash the size of state industry in the late 1990s. He led Beijing into the free-trading World Trade Organization, driving a jump in trade growth that propelled China past Germany in 2009 as the world's biggest exporter.

After Zhu retired in 2002, leaders reaped the financial benefits but focused on other areas: reforms of the legal system and trying to close a yawning gap between rich and poor with more spending on health and other social services.
